It is a special bank account required for the visa where you deposit living costs for one year. You cannot withdraw the full amount at once; you receive a monthly allowance.
Is education completely free?
At public universities, yes (except in the state of Baden-Württemberg). You only pay a semester contribution of around €150-350 which often includes a public transport ticket.
